New Lobbyist: Gloria Hermanson

Gloria Hermanson will be representing MCMHCA in the upcoming Montana Legislature. She has worked in the legislative/political arena in Washington D.C. and in Montana for many years with numerous clients on a variety of projects and issues. She conducts conferences and special events, writes and edits numerous publications, and specializes in legislative liaison and strategy, project coordination, and association management. Current clients include the Montana and South Dakota Academies of Ophthalmology, the Montana Society of Otolaryngology, and the Montana Association of Surgery Centers. Past clients include the Montana Psychological Association and the Montana Cultural Advocacy.

We are twenty years old and we have much to celebrate. Thanks to MCMHCA’s lobbying efforts in
1984 and 1986 our first licensure bill went into effect summer of 1986. Memorable for some of us, the first
group of future Licensed Professional Counselors went to Helena to take the NBCC Exam that summer. Out
of that first group who were licensed developed a “core” of outstanding individuals who saw a vision for
what an LPC should be in Montana and the Nation. The Montana Chapter of the American Mental Health
Counselors Assoc. or MCMHCA, in subsequent legislative years introduced several important bills to
obtain recognition with equal parity in the mental health field. Important legislation introduced by
MCMHCA and passed in to law: third-party reimbursement from insurers, we became the first State to
obtain Medicaid reimbursement for LPC’s, we added Clinical to our Title and changed our Title Law to a
Practice Law protecting the practice of Clinical Professional Counseling. MCMHCA was recognized
Nationally by ACA for our assertive legislative work in 1993 and helped change through AMHCA our
National Standards of Training and Practice. There are many stories surrounding our efforts all these
years.
Suffice it to say we can all be proud of our profession and what we stand for.
